DigitalOcean BLR1 disruption saturated the remaining link

From 11:59 to 13:02 UTC on 3 October, some BLR1 users saw degraded connectivity. DigitalOcean says multiple upstream paths, including redundant paths, became unavailable. Traffic then saturated the remaining link. The incident is resolved.

The incident report names Monitoring, App Platform, Managed Databases, Functions, Load Balancers, Spaces and Cloud Control Panel. Its affected-component list also names Kubernetes, Droplets and Networking. These lists do not establish universal failure.
